Does the Port Traffic Regulation also apply to vehicles that remain at the terminals (or are transported via flatbed)?
For vehicles that are not driven on the public roads, recognition as a port vehicle is not strictly required. They will, of course, remain subject to any safety inspections imposed by higher regulations.
